Continuing some of the seven things that the court instituted: The kohanim were permitted to use the wood and salt donated to the Temple; the ashes of the red heifer (parah adumah) were not subject to the laws of misappropriating Temple property (me’ilah); replacing disqualified pairs of birds for offerings came from communal funds. Rabbi Yosi said that the vendor contracted to supply the pairs of birds to the Temple was responsible to replace disqualified pairs.

Shekalim 8:1

Any spit found in Jerusalem was assumed to be ritually pure except in the upper market; this is the opinion of Rabbi Meir. Rabbi Yosi says that when it’s not the time of one of the Festivals, spit in the middle of the street is considered ritually pure and spit on the sides of the road is considered ritually impure because the people who are ritually impure go off to the sides to expectorate.
