Erchin (Arachin) 1:1

Anyone can commit to donate his own or another person’s valuation and be the subject of someone else’s commitment, and anyone can make a vow to donate his own or another’s actual value and be the subject of someone else’s vow – this includes kohanim, Levites, Israelites, women and servants. A tumtum (a person of indeterminate gender) and an androginos (a hermaphrodite) can vow, be the subject of another person’s vow and commit to donate another person’s valuation, but they are not subject to valuation as this requires that one be definitely male or female. A person with congenital deafness, a person lacking mental capacity and a minor can be the subject of a vow or a valuation but they cannot make a vow or commit a valuation because they lack the competence necessary to do so. A person under the age of one month old can be the subject of a vow but not a valuation.

Erchin (Arachin) 1:2

Rabbi Meir says that a non-Jew can be the subject of a valuation but he cannot commit a valuation; Rabbi Yehuda says that he can commit a valuation but he can’t be the subject of one. They agree that a non-Jew can both make a vow and be the subject of one.
