Erchin (Arachin) 2:1

No valuation is less than one or more than 50 sela, as follows: if a person paid one sela and later became wealthy, he doesn’t have to pay anything more (because he already fulfilled his obligation). If he paid less than one sela and later became wealthy, he pays 50 sela (since he has not yet fulfilled his obligation). If he owned five sela, Rabbi Meir says that he need only pay one (which fulfills his obligation) but the Sages say that he must pay all five (because one sela only fulfills a person’s obligation if that’s all he has). No valuation is less than one or more than 50 sela. (The mishna now lists other examples of not more than/not fewer than:) If woman made a mistake (and didn’t know whether she was counting niddah days or zivah days), there is no re-starting after fewer than seven or more than 17 days. No skin condition is quarantined for less than one or more than three weeks.

Erchin (Arachin) 2:2

There are never fewer than four months of 30 days in a year, nor did the Sages find it proper to declare more than eight months “full.” The two loaves brought on Shavuos are never eaten fewer than two days after baking, nor more than three. The showbread is never eaten fewer than nine days after baking, nor more than 11. A child is never circumcised fewer than eight days after birth, nor more than 12.
