If a tree inside the walls of Jerusalem has branches that extend outside the city wall, second tithe produce may not be eaten under those branches. If second tithe produce was brought there, it can’t be redeemed because it is considered to have been brought into Jerusalem.

Let’s say that there are houses along the Jerusalem city wall with their entrances in the wall and the houses extending outside the wall. The parts of the houses that are inside the wall are considered inside Jerusalem in all ways. One may not eat second tithe in the parts that are outside the wall and, as a stringency, second tithe may not be redeemed there. If the house is inside the wall and the entrance is outside, the parts outside the wall are considered outside Jerusalem, so second tithe may be redeemed there but not eaten. From the opening and inward, one may not eat second tithe and, as a stringency, one may not redeem it. The windows and the width of the walls are considered inside Jerusalem.
