The various gifts to the needy – i.e., shich’cha, peah, peret and olelos – don’t apply to a fourth-year vineyard, nor do terumah and tithes, just as these things aren’t taken from second tithe. Rather, it is all brought to Jerusalem, or it is redeemed and the money brought to Jerusalem, just like second tithe.

The Sages decreed that the grapes of a fourth-year vineyard are brought to Jerusalem from anywhere within a one-day journey. This was done in order to adorn the markets of Jerusalem with fruit. Since the Temple was destroyed, neta revai grapes could be redeemed even just outside the Jerusalem city wall; other types of produce could be redeemed just outside the city wall even when the Temple was standing.
