If someone planted a tree between 1 Tishrei and 15 Shevat, he counts three years of days for orlah and four years of days for neta revai. The Rambam says that he has seen Geonim who appear to have a different approach to this matter, but he declines to elaborate on why he disagrees, considering it clearly to be a scribal error.

Leaves, blossoms, sap and buds are permitted when they’re orlah and neta revai. Grapes that were blasted by the west wind and ruined, plus grape seeds, peels, and water mixed with the dregs, plus pomegranate peels and flowers, nut shells and the seeds inside fruit are prohibited when they’re orlah but permitted when they’re neta revai. Fruit that falls off the tree is prohibited in both cases.
