3,593. Where the Obligation of First Fruits Applies

Hilchos Bikkurim 2:1

There is a positive mitzvah to bring one’s first fruits to the Temple. This mitzvah applies only in Israel and only when the Temple is standing, as per Exodus 23:19: “Bring the first ripened fruit of your land to the House of Hashem your God.” Under Rabbinic law, one brings first fruits even from the cities of Sichon and Og (i.e., Trans-Jordan) and from Syria (referring to lands annexed by Israel). This is because buying land in Syria is like buying land in Jerusalem. We don’t bring first fruits from the lands of Ammon and Moav (which were not part of the initial conquest of Israel) or from Babylonia, even though they are obligated in terumah and tithes under Rabbinic law. If someone brings first fruits outside of Israel, they’re not considered first fruits.

Hilchos Bikkurim 2:2

First fruits are only brought from the seven species for which the Torah praises the land of Israel, namely wheat, barley, grapes, figs, pomegranates, olives and dates. Fruits brought from other species are not sanctified.
