3,621. Biblical vs. Rabbinic Obligations in Challah
Hilchos Bikkurim 5:5
Under Biblical law, challah need only be taken in Israel. This is because Numbers 15:19 says, “When you eat the bread of the land....” It also only applies when all the Tribes are in Israel, as the verse continues, “When you enter…,” meaning when you all enter and not when only some of you enter. This is why challah is nowadays only observed under Rabbinic law in Israel – and this was likewise the case in the time of Ezra. This was already discussed in the laws of terumah.
Hilchos Bikkurim 5:6
When produce is brought to Israel from other lands, challah must be taken from it; when it’s brought from Israel to elsewhere, such is not the case. This is because the aforementioned verse says “to which I will bring you.” We see that one is obligated in Israel regardless of whether the produce came from there or from elsewhere.
