One must give a kohein first shearings from a consecrated animal that was permanently blemished before it was consecrated and redeemed. However, if the animal was consecrated and then blemished, or if it had only a temporary blemish before consecration but it later received a permanent blemish and was redeemed, first shearings need not be given.

Hilchos Bikkurim 10:4

First shearings must only be given from sheep – both male and female – because only their wool is suitable for making clothes. If a sheep’s wool is too stiff to use for making clothes, first shearings need not be taken. This is because the reason for this gift is specifically for the purpose of providing the kohein with clothing.
